According to the complainant, a bill of Rs.7000/- has been given to the complainant by the OP which is due by 16.4.2009 and bill month is April, 2009 regarding his electricity connection no. New K No. 1250 5318 0035 and the reading was shown as 1788 but it is arbitrary the bill raised by the OP with the arbitrary consumption unit. Hence, aggrieved by this bill, the complainant has filed the present complaint against the OP in this forum for revision of the bill according to actual correct reading of the meter as well as for compensation and cost of litigation.
The complaint was filed on 8.4.2009. On filing of the complaint, notice was issued to the OP who filed his WS. The main contention of the OP is that no any arbitrary bill has been sent to the complainant and the meter of the complainant has been found defective hence there is no illegal pressure on the complainant to change the meter and for the better understanding of the submission of the OP credit calculations of the meter of the complainant is also annexed herewith and marked as Annexure-B. Further submitted that in the

billing month April, 2009 bills raised from the reading 11112 to 12900 for 1788 units. Consumption recorded because the connection is in use by S.C. Bhutani, this facts already confessed by the complainant in para no. 1. The bill is quite correct. Hence the complaint should be dismissed.
The WS filed by the OP is dated 7.7.2009. Complainant has filed his rejoinder and affidavit. However, on the date of arguments, i.e. 22.12. 2009, the OP has again submitted a revised bill of Rs.50/- in respect of the disputed connection of the complainant which is due by 30.12.2009 and the bill month is December, 2009 which is accepted by the complainant. However, the complainant has objected that he has harassed by the OP physically and mentally as the OP has submitted a wrong bill for the month of April, 2009. Hence, there was deficiency in service on the part of OP. As such the complainant is entitled for reasonable compensation and cost of litigation.
Keeping in mind the contention of the OP regarding the compensation and cost of litigation, we are of the view that the complainant is entitled for reasonable compensation and cost of litigation. We direct the OP to pay Rs.3000/- compensation to the complainant for his physical and mental harassment as well as Rs.1000/- cost of litigation.
The OP shall comply the order within 30 days of knowledge.
